fuse box problems

I have a new fuse box, and found that the inst? lp fuse isn't getting any power on either side of the fuse? I was playing aroung with a test lite and hot leads, could I shorted something and if so the where should I look. also where does the brown wire by the e brake under the dash go thanks

The brown wire goes to the ebrake switch.

The lps fuse get powered by the headlight switch, it only has power when the switch is on.

thanks, I found out about the inst/lp fuse right after I wrote the first post, but I can't find the e switch, or what it looks like
