67 horn problem

I have read past posts and I am still a little confused.
My horns don't work.
1) At first I could hear the clicking at the relay but it doesn't click anymore.
2) I put 12 volts to both horns from the battery and they both are operational.
3) I have checked wiring on horn relay and it is as pictured on other posts plus I haven't played with it since it was working so I assume it is wired correctly.
4) I checked power at the black lead in the Horn relay it has power all the time.
5) The green wire never has power.

Could it be the horn relay itself, I have replaced it once not too long ago, but have since had the car rust proofed.

Help!

When the small black is grounded, power is applied to the green. Try running a jumper from the small black terminal to a good ground to determine if the problem is the relay or in the column.

I gounded out the black lead and no power to the Green wire. By the way I did this with the ignition off. So does this mean it is a bad horn relay?

Thanks undee, I replaced, acutally my son replaced horn relay everything works, This threw me for a loop because I replaced it less than a year ago and didn't think the relay would be the cause!
