Mark - first keep in mind there is no way the moderators can keep up with every thread or post. That said sometimes things get by that maybe should be moderated.
It's gotten really out of balance in most large companys, "work safe" is also a bit subjective but basically in todays workplace it's anything the person in the next cubicle might find offensive. The problem isn't the content as much as it is the system. Employers don't want to get sued so they use diversity and the eeoc and create what they feel is a safe environment for all employees. That means the timid gal that faints when someone tells an off color joke becomes empowered and if she looks over your sholder and sees something she finds offensive on your monitor she can go to management and file an eeoc complaint against you and if the company doesn't take action it becomes the target for allowing a hostel work environment.
At home you control your environment and even though the media pushes every envelope you can shut it out. In public it's another story, kind of every person for themself but you still have the freedom to avoid most things you find distastful. At work you are captive to the environment around you and just can't avoid what you find offensive.
Diversity has a big part in this too. People (employees) cannot be stripped of their ethnic and religious backrounds and beliefs in the workplace so in order to facilitate a diverse work place it becomes a rather steril environment.
Not all employees follow and buy into this but they do so on their own terms as well not every office has employees that take advantage of diversity and eeoc policies but they are in place and people have lost jobs over what was viewed on their monitor and for having a potty mouth and even just looking at someone else in an intimidating way.
Someone at work may choose to visit this site because car pictures are typically work safe and it is unfair to them to click on a link about cars or even the superbowl and see bikini clad girls on the page.
