Power window issue

Last weekend my power windows stoped working, all controls. I trouble shot the issue and figure it was the power relay. Replaced the relay behind the drivers kick panel. Hit the drivers side switch and it worked for 3-4 seconds. I am experiencing a dimming of the lights followed by a click, and then a mild honking sound coming from the fire wall fuse box area.

Question is.... is there a secondary voltage regulator on the fire wall? Both the dead windows and click, power draw, and slight honk occurred at the same time.

First, externally charge battery. When a selection of window position is used, a lot of power is needed.
With older electrical systems, 50+ years, power comes from battery, older wiring and connections, and the alternator is used for recharging battery.
But, engine needs RPM's for replenishing battery. Today's electrical systems can supply more power and at a lower RPM.

There is no secondary regulator for electrics, if this is what you're asking. The buzzing is the relay since not enough power for it to close.
