I am working on the restoration of a 68 RS Camaro and was wondering what determines if the Rocker Panels are blacked out or body color?

The black rocker panels are part of the R/S option. Erik

Maybe this will shed some light for you...

Depending on how correct you are trying to be common sense may not be the best answer!! A pace car might look a bit off with black rockers...
