OK...here's an odd one.

When the manufacturer specifications list a vehicle width as 73", are the measurements taking the outside review mirror/mirrors into account?

I'm trying to figure out if I've got room in my garage for a third vehicle & it's pretty close!!

No - manufacturer's specifications for width exclude mirrors and exterior moldings - just outside-to-outside on the widest points of body sheet metal, normally at the "A"-pillars.
