i have never heard of GM putting 454 in camaro for production.
baldwin motion car had 454's but they were dealer installed,from what I understand the 1st 427 cars were really a loophole in GM that created them.

The 454 was never put in a production Camaro. The 427 was put in at the factory I 'believe' in 68-69, when there were enough yenko cars sold that the dealer couldn't handle the load of installing that many motors, so they convinced GM to do it for them.
The 2nd Gen Motion cars could have the 454. But it was still a non factory installed motor. The 396 was the only Big Block from the FACTORY available in first Gens. Then you had the dealer installed 427 (both iron and aluminum 427's).
