Is there a way to track previous owners by VIN numbers?

Only in Canada. I'm in the process of researching my car, all i know to do is call who you bought the car from to get the name of who they bought the car from ect. You guys got any other suggestions I'm listening.

Depending on each state, they are all different. I got VIN reports from both Texas and Calif. but they only go back a certain number of years. Check with each states Dept. of Motor Vehicles and ask for collector car VIN information and costs and how far back they go. I think most states are getting more and more requests for this info. Calif. only charged me $5, Texas was $15 I think.
It may not be everything but its something.
