Low vacuum to Plenum valves

Here is my problem. The two vacuum activated doors for air flow on my 68 with factory air are not opening. I'm getting a reading of about 5 on a vacuum gage connected to the lead for the kicker plenum valve. From the engine I have about 18 so I'm leaking somewhere. Is there a common place to look first? Everything is such a pain to get to I'm hoping someone may suggest the most likely place to start.

the hoses are the easiest, the switches, next, vacuum can under drivers front fender
is bad. Just for the hoses is a pain, to the can.
