Should VA blower always be on?

Just fired up restored 68 with new Vintage Air Gen IV system and blower motor is always on. It comes on low speed when the key is turned on even though the lever is all the way to the left. Should that be? I called one dealer and they thought that the CONTROL PANEL CALIBRATION PROCEDURE may have not been followed. Anybody know if that sounds like it?

The blower is not on all the time with my Gen 4 so something does not sound quite right. You can download the installation instructions on their website.

Do the callibration. Super easy, you temporarily ground a wire and exercise the controls. Download the instructions as suggested.

And no the blower is off when the controls are off.
