I'm not an a/c expert but if the system is charged it needs to be evacuated and the freon recovered. You will loose oil from the system as well if you release the freon. You can tell if its charged by putting on a set of gauges if you have them. Does the compressor engage when the system is switched on? You should hear a click and the clutch on the front of the compressor should engage when you turn on the a/c.
