67 Heater Not Working

Heater Hoses are both warm when engine running. Heater control panel does not feel like it is hooked up to anything when I slide the switches back and forth. There is no fan blowing. From reading it seems difficult to access the components to troubleshoot. Once I get there what would be the first thing to look at?

Blower output, check fuse panel first, not only to check on fuse making sure it is not blown, but either with a test light or meter, and check for voltage. High speed is a direct path from fuse panel to motor.

Other blower speeds have power through a resistor block in the heater duct.
You can view the cabling by removing the glovebox. All cables work inside.
Left side is defrost, middle is air temp, right one is outside/inside air.

I have the A/C diagram for the 67 if it helps. I would have to e-mail it though.
