69 astro vent cable mount?

We are working on a 69 camaro RS/SS that was purchased from Barrett Jackson, with many loose ends.. Vents were stuck open, found kick panels to be glued and cable sheathing broken. Ordered aftermarket kick panels and need help with where the factory mounted/secured the dash vent cable. Our kick panels cable sheathing in loose at the start of the cable. We will be securing the sheathing to fix this but we are having issues where the cable routes to the dash vent. Trying to open/close the vent the cable moves around causing the vent to not move very much. Does the factory have a clamp that goes over the cable and bolts to the firewall/cowl to prevent this? Cannot find traces of where the cable would have been previously secured, the dash/windshield base was been previously cut and welded due to rust. Cannot find anything in the manual, google, youtube, or on here. Any help is appreciated, thanks.

The new kick panels should come with new cables. And yes the factory did have a bracket just above the emergency brake that had a small "U" type clamp held with a sheet metal screw that kept the cable in place. The kick panel does need the as you called it glue to seal the hole in the cowl from leaking rain water in the car. I use seam sealer, others use strip calk or dum dum. It will all work.

Iím missing the clamp as well. Any idea who sells the clamp? In regards to sealing the kick panel, do you only need to seal around the vent hole?
