Heater Core Bi-pass?

I have seen this with a short piece of heater hose from manifold back to WP. Saw a 68 where the guy had shut-off valves inline on each heater hose....doesn't the water/coolant need to "circulate" vs just being shut off on each line going to heater core??

Not really, this would only cause the coolant in the engine to warm quicker being stationary as it would be less coolant overall that would be available to transfer heat to. Might be better for colder environments, but less so in hotter climates.
