Rear bumper holes

What is used if anything to fill the rear bumper holes that the bolts go through to attach bumper brackets? Is there something that will help seal or waterproof the hole.

Examples:
Rubber, silicone, plastic, putty

Nothing that i know of
What u can do is get thin rubber sheets from home depot and u can poke the bolts thru that on the inside

I assume you're talking about the holes through the body. Strategically placed 3M strip caulk.
Commonly called dum dum.

3M Strip Caulk or duct sealant. You'll need duct sealant for the kick panels.

Would the 3M strip caulk be used on the outside?
1. Maybe putting a circle around the hole and letting the bracket tighten against it creating a seal.
2. Or does this product fill the hole and the bolt pushes through it.

I used blue RTV silicon back in late eighties.

#1 and some will do #2. Actually I applied it to the brackets prior to assembly, but probably doesn't matter.

Edit; You'll notice there's a square recess in the bracket for each body bolt to hold the sealant so it doesn't get squeezed out.
