Unhappy 1978 Camaro is having trouble starting

Hello, I got a 1978 camaro as a project car last year so i could learn how to work on my own car and the technologies that were present in cars at the time. I had to get the engine and tranny rebuilt, I have installed new spark plugs, wire, distributor, fuel pump, carburetor, everything. Well I finally got it to start up last weekend and it ran well for a good time, drove it around the block no problem. The exhaust is only the headers i bought for it, makes it really loud and shaky, but that will be taken care of later. My problem is as i was sitting at a stoplight, the car died on me, i pushed it to the side with my friend (all this was the next day after i started it the first time) and found my negative battery cable was loose, so i tightened it up and started it, no problem again, yet then it seemed to run out of gas ( I only had a gallon, maybe two in before i even started it). we go get some more and then fill her up. I try to crank it over and the starter seems to scratch with the flywheel. After another minute I try to crank it again and nothing happens, no click, nothing starting up. any help or suggestions? I've seen a few things about the neutral safety switch and the starter switch but nothing seems to be out of the ordinary. Power is going to my starter if that helps.

Welcome, Peter.
Externally charge the battery. Once battery is charged, clean battery posts and cable clamps, start engine and check alternator output voltage should be above 14 volts.
Could be a faulty alt or a loose belt,
Header mufflers help some.

battery is fine, no loose belts or anything. with the key in the on position i can hear the A/C turn on also
I replaced the neutral safety switch and the starter switch.

Turn A/C off for the time being
Does she crank?
When safety switch installed, is it in the middle of its range?
Disconnect the two purple wires and place an ohmmeter across switch terminals.
With shifter in neutral, loosen the two screws holding switch in and slide switch CW & CCW through continuity.
Make note of the length of continuity.
Place switch in middle of range and tighten screws.
Reattach purple wires as the switch terminals will have full contact for current delivery to starter solenoid.
If starter does crank, but solenoid clicks, remove solenoid from starter and remove plastic cap.
Rotate both copper studs and copper disc, reassemble and install back onto starter.
If starter barely engages ring gear, add a 3/8 flat washer to the outside starter bolt between the block and starter nose as this will place starter pinion closer to ring gear.
At all times, keep wrench handy to remove battery cable if starter gets stuck in the extended position.
