Hesitation and its malcontents

I've been flitting about the forums here, and I've got a few questions that perhaps someone more knowledgeable can help me with.

In cases where hesitation at take off or "chugging" while cruising at lower RPM occurs, I've read that several things have helped. Changing the plugs, checking and perhaps replacing the MAFS, as well as some fiddling with a TPS and accelerator position sensors in the throttle body. Is there any set of steps that will let me diagnose this stuff and parse out which is more likely? I can lay hands on a code reader if need be, but barring an error code (no check engine light in this instance makes it seem less than likely that a code reader is going to make it 100% easier), are there steps I can take?

Thanks for the time, stats are below for the engine about which I'm writing, although others have seen similar problems on different engines/setups.

97 z-28, 5.7L V8, automatic trans, recent fuel filter, air filter, serp belt and oil

if the o2 sensor isnt switching, you`ll get a surging or "chugging"...also a plugged cat can cause problems...a scanner can help in adjusting the tps sensor, and can show you if the o2 is switching...the o2 not switching wont nessecarily call a code if it`s just slow to react...also look at the egr valve for carbon build-up on the pintle...if its not sealing properly, it`ll make a ruff idle,or surging under light throttle, but wont be noticed under heavy accel...
