Have you checked your fuses? If I recall correctly this same thing happened to me a few years ago. The gauge fuse also controls the BCM. Without the BCM having power you won't be able to start the car.
By saying "won't start" do you mean it won't fire or it won't turn over? I'm assuming you mean it won't turn over.

This is true...

I do have lights and radio.

Not sure if it is some ignition module?

Just looking for some advice as to where to start.

This happened on our 97 SS. We started looking at the key, ignition switch, and interlock. Take a hard look at your battery cables and the connection on both ends, especially under the positive lug on the battery! It's seems to be a pretty common problem for these and it's a lot cheaper to find it first rather than last. Good luck!

If you turn the key forward, you don't get any dash lights? If not, I would suggest starting to look into electrical issues related to your gauge circuit.
It very well could end up being the problem you're dealing with. Otherwise, fixing them anyway wouldn't be time waisted.

EDIT: You may already know this... but remember you have more than one fuse box. Their will be one under hood in addition to the box within the drivers side dash. With your Drivers side door open, look at the edge of the dash. There's a small removable panel hiding the box.

There is also an ignition switch that is either under the dash or is built into the collum. See if a local shop can preform a diagnostic. I had that exact same problem.

Solution --- it was the ignition switch bolted to the steering col.
