94 Camaro V6 No power to starter

I just picked up a non running v6. It will start if i take a wire from the small side of the starter and hook it to the positive battery post. But i tested it under the car and when the key is in the start posistion it has no power to that side of the starter. Is there a fusible link somewhere to it? Thanks

i think the fuseable links are up by the battery. is the "security light" flashing it could be that the vats sensor is bad or it has the wrong key, that will keep the starter from working.
