I used a scotch brite pad on my old car. it took off the oxidation, then I polished with mothers aluminum mag paste. It seemed like it took forever and my fingers were black (wear gloves) for a week. They almost looked chrome when I was done. I hated those wheels but could not afford new ones. You can even paint the center of the spokes before the scotch brite pad and that will leave a clean edge with no overspray on the wheel face.
