tpi problem

I have a 1991 camaro with 305 tpi. It seems to run lean and when i shut it off and try to immediately start it, it just cranks. if i wait fir 20 seconds it will fire up. Someone at the chevy garage said that when it is shut off the fuel runs back into the tank. I have replaced the fuel pump twice with no results. No one seems to be able to fix this car!

Check your fuel pressure regulator, may be leaking thru the vacuum hose, remove vacuum hose and check for fuel.

Any spark during the cranking?
Any power to the injectors? Black wire on injector connector is power from relay/fuse. Colored wire is from the ECM and opens/closes injector, voltage will go & down during cranking.
After no start cranking, are a couple spark plugs wet with fuel?
