Detailing/Powder Blue

Newbe here...can anyone tell me how to get inside the heater/ac bezel of a '69 to clean the dust with out tearing out the entire unit? Again...its underneath the glass not outside.

And...if you know anything about the GM paint "Powder Blue", can you also log into my site where there is a pic of my ride and tell me if its powder blue. I have seen all types of variations, Carolina Blue, Sky Blue, Baby Blue, UNC Blue & UCLA Blue and their all slightly darker. Appologies if it sounds like I'm splitting hairs....
