1967 VIN tag question

New guy here assisting my nephew to purchase and build a project car. Looking at a 1967 with a Connecticut state issued VIN tag. The new VIN tag's last 4 digits match the 4 digits found on the firewall where the heater enclosure was removed in the engine compartment. Connecticut does not issue Titles after x amount of years. I can only assume that it was stolen or totaled at some point in time. Any thoughts on what this does to the value? It has a NOM 350 4 bolt. Any help would be appreciated.
P.S. Probably asking a lot of questions over the next few years. The car is pretty well torn down.
