Exclamation help! I just bought a 68 BB ss/rs 396 Convt. VIN question

Hello,
I am in search of an expert who might know why my 68 SS 396 Convt have a replacement vin plate riveted in the drivers side door jam, this numbers matches the vin # under the windshield, it is blue and silver and was put there by the state of Calif. it looks as if it has been there for a long time...any thoughts..HELP...

1968 Camaro, 383 with Dart Pro 1 aluminum heads and roller cam, Holley Sniper EFI with Dual Sync distributor, Muncie M21 4-speed transmission, 3.73 12-bolt Eaton posi differential.

Possibly from a collision repair.
I have seen a few from other states that were due to collision repair.
Do all 3 VINs match?

Unfortunely in my state of Wa. that tag is installed as proof of an insurance toatal or theft recovery that has been rebuilt then inspected by the state patrol pryor to authorizing a new title.I believe they will issue an asigned vin# if the original tag is missing.
