your fuel pump relay is behind the plastic piece to the left of your clutch pedal where your hood popper is. if you remove that you cant miss the relay. let me know if you find it and that fixes your issue. :)

When you first turn on the key, the fuel pump should run for just a second and shut off. Then when you crank, the crank sensor and cam sensors should send timing pulses to the ECM which will turn on the ignition power and fuel pump.

So if you find the pump does the 1 second prime (which it doesn't seem to do for every turn of the key for some reason) but the pump won't run during crank, look into the crank and cam sensors.

I would suspect what Dave said is the problem.
