Usually, electronically limited to 130 MPH.
Frictional losses, low tire pressure, oil viscosity too thick, too much weight, dirty air filter, windows open, clutch slipping, high numerical gear ratio installed in the rear axle, too small of tire diameter, PCM needs recalibrating of speedo, engine has to much blow-by - needs a rebuild/replacement, etc.

it doesn't have any problems with any of that, racing style tires, goes up in RPM until it hits 90 then the RPM's wont go up like it has a speed limiter on it and it makes it really hard to try and do the races i do

I had a 95 that cut out at around 110. Dealer said because it didn't come with the higher speed rated tires they shut it down. Mine was a Z28 automatic.
