If it's an original style that can be adjusted it might not be a "bad" regulator but one that could have been adjusted wrong. I had that issue on my 68 when someone got into the regulator, tightened down the adjuster screw and left it that way. Oh, the headlights were real bright but the voltage was also way too high. Once adjusted properly the original one to the car from 1968 has been working just fine.

There is a procedure to adjust the old style mechanical ones in the shop manuals.

If originality looks are important, then go with the original style as the replacement solid state ones even with a cover change are not seen as being the same when installed on the car.
