Back in the '60s, the license plates in the state of California were black with yellow letters and numbers. If a car is a "black plate" car, it was bought new in California and supposedly spent most or all of it's life there and still wears the original plates. Obviously, this can apply not just to Camaros, but any car of the era.
Check the General Tech section for the past 10 days there is a post on this topic and I just posted there how the California Gov just vetoed the bill allowing for the increase in years for black plates.
