The last taillight in the harness, the right side on the 69 is on all the time. . . .both filaments burning.
Even with the key off. The rest of the lights work properly with the switch on. I have gone through the harness and it seems fine. Ground wires are in place in the trunk area. I am at the final stages of a complete restoration of this car from hell!!! Any suggestions?

Different source of power for each filament, if working correctly.
Tail from headlamp switch, stop light from STOP fuse, from turn signal switch, or from emergency flasher.
Unplug steering column connector and see if lights go out.
If they do, bad or mis-wired t/s switch. If not, mis-wired headlamp switch or body harness from kick pane to tail panel.

I would check how the left side is working and double check to be sure there is not a single filament bulb in a socket designed for a double filament. My thought is maybe the brake light switch is out of adjustment and both rear brake lights are on but left one is burnt out.

FWIW my friends 69 did this...the socket for that bulb was bad. IDK if that is the OP's issue....but worth checking
