the car might only have 18,000 miles on it, but the car is also 23 years old. it couldn't hurt to pop in new valve springs.

I always use the springs installed at the height that the cam manufacturer recommends. It will ensure the cam works the way it's supposed to.

I'd say while you're doing it might as well. New springs aren't very much, and it may save you headaches later.
