Somewhat, but it is not a linear relationship in 69 like it was in 67 and 68. In 67 and 68 the body numbers were assigned by Fisher when the car was scheduled to be built resulting in a more or less linear relationship between VINs and body numbers.

In 69 the body number is the dealer order number and it was assigned when the order was accepted by GM, which was well before the car was actually scheduled to be built. Most regular production cars were then scheduled to be built pretty quickly, say 2 or 3 weeks from the order but if someone ordered a weird combination of options it might take a month or two before the car was scheduled to be built. This results in body numbers jumping around quite a bit when compared to the the VIN during the 69 model year.
