its a pretty common problem. mine drove me nuts and even caused a paint chip. i bought a repro from year one, its a lot tighter and looks decent, 30 bucks. you'll have to take the glass off if you want to tighten it, i've heard a few suggestions like soaking it in paint thinner. there's a few posts on it if you do a search.

It could the spot that needs to have friction has developed a rust pit so once it jars the good spot the less material area lets it drop. I guess you alrady know something in there needs repair. Just something to look for. Good luck,

I'm not exactly sure what you mean by "droopy", or where its droopy from...but...
On my car, my mirror would not hold the position while driving. I noticed that the mirror unit is threaded into the base unit. I couldn't figure out how to remove the glass, so I got a real skinny pair of pliers and tightened the piece that comes out of the mirror and threades into the base. You have to manipulate the mirror as you do it. Hard to explain, but once you start, its easy. Just go slow...dont break the mirror.
This is just my way of doing it...I'm sure others have better ideas.
Good luck.
