that is true, that is too keep the crank balanced, but it is still called an internaly balanced motor. you do not have a extra weight on the harmonic balancer, and the weight you have on the flex plate has less weight then the one on a SB 400.
it is there to make up for the smaller end flange. the larger end flange is part of the balance weight on a old style SB crank.
