Looking at the assembly manual, the lower front bumper bolt with the hex head, should thread into a nut weled to the bracket. My brackets don't have the welded nut. Was there a welded ot loose nut for the lower bolt?

Pretty sure its a welded nut on the bracket.

Few weeks ago had a car in the shop that was missing most of the front bumper hardware, and remember running a tap through the bumper into the bracket.

Are there any numbers stamped into it?

The original nuts are only "spot" welded on. After years of rusting, they tend to spin on the bracket when someone attempts to remove the bolt. They then get a loose nut on the top side to retain the bumper upon re-installation. Nothing too unusual for the nut to be missing.;)

Thanks. That is what is going on here. I looked closly and can see the 4 corner spot welds. These brackets just look too old and original.
