First check for power at the horn relay. Then pull the terminal off the horns and check for power there using a test light. if no power, pull the horn cap and check to see if the wires are connected. If you have changed the rag joint in the steering box you may have eliminated the ground strap that completes the horn circuit. The original joint had a metal strap that connected the upper and lower steering shaft to complete the horn ground.
Many newer rag joints of a metal mesh sandwiched between the rubber layers that completes the ground circuit. Check the Passenger Fender to Battery Negative ground strap, might need to be cleaned up and redone so that the horns are properly grounded.
Since there's 2 horns, and the relay is a main power junction, start by making sure you can hear the relay click when you hit the horn button... if not, the problem is probably in the switch/steering column. Under the relay, there are 2 screw on terminal, and 2 quick connect plugs. The quick connect closest to the radiator is the key - in buzzer, the one closest to the fender is from the horn button. (If you dare) grounding that wire will close the relay and blow the horn. The relay won't work unless it's grouded, it grounds thru the mounting bolt.
