I pulled my stearing wheel off my 69 Z28 and need to replace the turn signal switch. After the stearing wheel, I took the plate off that is held in place by 3 small screws. After that, there is a plate that goes over the shaft that holds the stearing wheel on. This does not want to come off. Am I missing something here? Is it just pressed on or is there some retainer? Any help would be appreciated.

Go to an auto parts store and borrow a lock plate remover. Most auto parts stores have a tool borrowing program, where you put a deposit on the tool, which you get back when you return it.
The tool is a U shaped piece which has a threaded rod with a threaded sleeve on the end of it. Screw the sleeve onto the steering shaft, and turn a thumb screw to compress the lock plate. Now, you can remove the retaining ring from the shaft and pull out the lock plate. Then you can get at the turn signal mechanism.
