I have removed everything from my interior and was beginning to prep it for POR-15. I noticed some tar substance around the joints, floor pans to drive shaft void, floor pans to wheel wells, etc. What is this stuff and should I be removing it or just paint over it? It is easily removed with a putty knife.

Mel,

I think you're talking about the seam sealer that the factory used to seal up some of the joints where panels come together. Welding them (tack welding) didn't make an air or water-tight seal so they gooped on that stuff. I wouldn't remove it. If it's in bad shape or missing, you can buy 3M seam sealer from an automotive body/paint shop to fix the bad spots.
