You should be able to test each actuator. If the actuator is not grounded, then you can run a hot and ground wire to the actuator and it should pop up or down ... reverse the wires and the actuator should go the other way. If the actuator is grounded, then you only need to send a + pulse across one of the wires to lock and a + across the other wire to unlock ... If either of these works, then your actuator is good ... Use a multimeter to test and verifiy whether or not you are getting a pulse on the wiring running to the actuators ... Post back and we can go from there
