I just removed my subframe (69 Convertible) and completely disassembled it. I have never replaced the lower ball joint and these seem to be welded in is that the way they came and is there a special technique to make removing them a little easier.

They are pressed in, and will need to be pressed out through the bottom.

They should press out the bottom. If welded that was done later, perhaps to cure a loose ball joint fit.

Is it acceptable to spot weld the lower ball joint when it's loose? I've had this done to my car and wondered if it's acceptable for a street driver or if I need to start looking for better a-arms.

I've read here of people running into welded in ball joints. They seem to work allright.
You can buy circle track weld in ball joint seats for a fix or there are repro lower arms available.
If it's just a driver and not a road racer, the tack weld thing should work.
I'd keep an eye on them though.
