Have a 67 with the standard speedometer and fuel gauge in the dash. Turn signals work, GEN light works, but the lights the come on when the headlights are on never turn on. The gray wire on the top has ~12V when the headlights are on, and goes to 0 volts if I turn the headlight dimmer down.

I have replaced all the bulbs and made sure all of the bulbs in their harnesses conduct, but when they go in the dash and I turn the headlights on they won't come on.

Any ideas?

Forgot to mention that everything else in the dash works - radio, glove box lights, etc. So I don't think it is a wiring or power delivery problem.

Trace the wiring diagram. Make sure you have a good ground from the cluster. Sounds like the ground is missing if you are getting 12V at the switch.

Even though it is on the same circuit board, if the turn signals and gen light were on the same circuit, then they too would light when you pull the main light switch. At this point, all you can do is trace the circuits. A quick way is to pull the bulb and test one terminal for 12V and test the other terminal for continuity to ground. This will tell you if you are not getting voltage or if you have a ground issue.

BTW, test for 12V first. If you short the hot lead to ground, you will blow a fuse and scare the heck out of yourself.

I found the thread in the electrical forum, it was a ground. It was that tin paper clip thing, I just ran a wire to a ground and everything started working.
