first.. no, I'm not bottle feeding my baby. maybe later on I'll force feed her, but that's about it.

how illegal is it? what are the fines and how do you get caught? I live in california, so the emissions are pretty stict, but what happens if they catch you with it, fix-it or what?

my brother has a 2000 v-6 firebird. he has about 4 grand to spend on engine. I think he should not use a turbo and just build a nitro engine because he uses it for a daily commuter. with the money in mind, what would be the best way to get him fast? (keeping in mind I hate FI setups and never work on them and he doesn't know much about cars at all).

Ah Nitros.
I put a 150 HP shot of Nitros on my 1988 Iroc with a 350CI motor and got pulled over for speeding. The police looked around the car and found the bottle.
They asked me what it was and I told them. They said that they did not know the laws concerning it.
I did some digging around and found out in my state (MD) Nitros is not illegal as long as you have it securely mounted and have the proper stickers on the side of your car. Like the signs on gas carrying trucks saying explosive gas or highly combustible.
You should check with your local law enforcement office.

As for cheep power yes Nitros is one of your options. I sprayed on a stock motor for 60,000 miles with no problems. When my motor got up to 100,000 miles I had to replace the valve seals but that may not have been from the Nitros.

I have used it in Arizona, California, and Nevada. I have been stopped for a road side emissions check in So. Cal and asked what it was in the blue bottle in the back of the car and then told to continue on my way, no hassle's! As far as I am aware there are no legal problems in these state's unlike some of the "SEA STORIES" out there.
I only know of states trying to out law it but they have not been successful with SEMA on our side.
