You have runs in the base coat? You can take a hair dryer to them, but you're going to need to scuff the whole panel/car and put another coat or two on it. Make sure you understand why it ran in the first place. It's pretty hard to run base, but real easy to run the clear. Don't try to get complete coverage in one pass and make sure you let it tack between coats.
