Is the glass just bad, or broken?

just bad, some black spots along the edges.

if you go to kmart they have this stuff you just cut to the right sise and then peel it off!

There are a couple places in Hemmings in Services offered section, that re-silver the backs of mirrors, so you can keep the date code on front. Seems like $45.00 if I remember correctly. You can get the mirror out by soaking the mirror head in lacquer thinner overnight, it loosens the silicone, them carefully get under edge with L shaped sheet metal or heavy wire and work it out.
