67 & 68's mount the reg with rubber wellnuts, and require a ground wire.
I've never had a 69, but have been told the 69 solid mounts the regulator, no rubber wellnuts, therefore no separate ground required.
A regulator that is not grounded is unable to regulate the system voltage, it is stuck in max charge all the time. I had the happen to mine after it's restoration, so much nice new paint that the entire rad support was ungrounded! The system was charging at 18 volts all the time. A few star washers under some of the mounting screws established a good ground and the voltage went back to normal.
If your system voltage is 13.5 - 14.5 volts, you can be confidant your regulator has a ground.
