Try a brass punch and punch down on the rear of the key. It's half round and the front should lift up when you do that. Then pry or punch up the front end of the key and lift out.
If you are changing the seal, you may need a tool to guide the seal over the shaft sholder or it will turn the seal lip inside out and damage it.
Thanks, the tips worked. I was able to get the front of the key lifted up a bit with a punch and then used a chisel and a few light taps to get it out. I needed to transfer it to the new pump, so used the bench vice to "press" it into the new shaft.
