Do you need both the out an inners replaced? I replaced only my outers. The panels where really cheap. Instead of unstitching the whole outer panel my body guy cut the panel in half and we kept the outer part that meets with the Quarter Panel. This usually the bit that has most, if not all the rust. It's rare that the inner panels are rusty.
I'm in Oz so I'm not help on prices but this might give you an idea of what can or can't be done.
