Yes and no. A restamp is taking a part and removing some of the identifying stamping and replacing it to make it appear to be the correct part. Common restamping is the vin number on a block or the part number on a distributor. In the case of the block someone would remove the vin and stamp it with numbers that match the car it's installed in. This would be done to pass a car off as a numbers marching car. Possibly making the car worth more money. The distributor part number designates how it is curved and what car would have it installed in it. other than the stampped part number it looks like distributors from other cars. the correct Z/28 distributor is sought after and costs 15 times more than a 327/210 hp distributor. Someone wanting to make a few buck would re-curve the 327 distributor remove the old part number and restamp the correct number for the Z.

You can see where ethics comes into play...

I was looking at a 68'Z28RS on ebay and it mentioned that it had a restamp block. I wasn't sure what it meant. So, if you were wanting to rebuild a car with a restamp into a numbers matching car, or close to it, what would a restamp do to the value?

Being advertised as a restamp might bring a few bucks more than a correct but not matching number car. The reasoning being the buyer could have dollar signs in his eyes thinking about passing it along as a numbers matching car...

Now before someone jumps in, there are honest folks out there that will build a car and restamp just because they have this anal trate that drives them to build as correct as possible replica!! Problems arise after the vehicle leaves his hands...

Right Dennis,
That's what's wrong with our hobby now. The value of these cars is so much, the money drives it. Expect it to only get worse in the future!
