Cowl tags contain no VIN information. That is, there is no partial VIN or anything like that on a cowl tag. The only tie between a cowl tag and a VIN is potentially the dates ... you could look at the SN part of the VIN and get a rough date range of when the car should have been built and then compare that to the date code of the body. That's about as good as you can get
