I can't get the key to turn all the way back to the lock position in my 69, any suggestions on what the deal is?

Check the adjustment of your interlock linkage (rods and bellcrank on the subframe from the transmission) - it connects to a lever on the steering column in the engine compartment; it's designed so the key can't be removed unless a 4-speed is in reverse or a floor-shift automatic is in Park. If you bought a car with headers on it, the previous owner probably trashed the linkage because it interferes with the headers, and the lever has slipped down enough so you can't get the key out (you probably also have no backup lights, as the tube inside the column that the lever moves also operates the backup light switch, so guys with headers either disconnect the plug at the switch or remove the bulbs).

In the meantime, grab the housing just below the steering wheel and turn it counter-clockwise to the stop, and you can get the key out. Header cars usually have the lever in the engine compartment held all the way in the "up" position and wired to the brake booster bracket to keep it in that position.
