Only if it is a LOS car Nor was by the oil filter then I believe

Doesn't matter when the block was made, it matters when it went in the car.

That probably should not have the VIN on the pad (for NOR), though there are a few exceptions...

Looks like it's in a 01A car. I had a 01A LOS car and it was on the pad
